3241338 - I can't publish to Collaboration Hub

I need to publish my flow to the collaboration hub, but it is ghosted. What do I need to do?

When the publishing button is greyed out it means, you don't have publish rights.

To change it navigate as an administrator to Setup -> Manage users & access rights -> change tab to Access rights -> select folder and adjust the rights:
