3241734 - [Onboarding] Onboarding Dashboard and Your Onboarding Journey Cards Behavior for Newly Onboarded Hiring Manager in Latest Home Page

It has been observed that a newly onboarding hiring manager will not be able to see the onboarding dashboard until his/her onboarding process is removed.

For example: A Hiring Manager was recently onboarded through onboarding. They have not completed all the onboarding tasks and the process closure job is set to XX days. When this new hiring manager becomes an active user, they are adding the user to the RBP Groups which contains permissions to the onboarding dashboard. But since this user was a new hire, when they select "Onboarding" in the home dropdown, "Your Onboarding Journey" is displayed rather than the onboarding dashboard.
