Hide information in the Workflow Details page, such as workflow actions, comments and links.

There’s no permission that allows you to hide any of them. More details about it can be found in the guide: Acting on Workflows

It is expected to not be able to hide those options, only "Delegate" action, that can be enabled and disabled in the workflow definition.
