3242324 - User group with V,W,D access is not able to move entries across dictionary categories

A user group with V, W, D access is not able to move entries across dictionary categories. Can you please investigate?

This is expected behaviour if you try to assign to a Category that has Publishing mode set to Automatically (hence Publishing access rights are required). This is not required if you are assigning a Dictionary item to a Category that Publishing mode set to Manually.
