3243232 - AS Java fails to start - java.io.IOException: Argument0 (Wait services [service:sap.com/<...>]

Symptom

AS Java can not be started. You can see following errors in dev_server/std_server logs:

dev_server:

[...]
JVM_Halt called with exit code -1501
[...]
ERROR => Java node 'server0' terminated with exit code -1501.
[...]

std_server:

[...]
Timed out services
[...]
ERROR: Server process failed to start due to:
java.io.IOException: Argument0 (Wait services [service:sap.com/<...>]
[...]
