Symptom
We don't have the dictionary import / export function visible.
Resolution
The root cause is that the group the person belongs to, does not have the Dictionary Import/Export feature set enabled. To fix this, go to Setup > Manage users & access rights > User group and enabled the feature set 'General - Dictionary Import/Export', and click Save.
