Symptom

The following SQL fails, even when the database server is started with the HTTPS protocol:

call sp_start_listener ( 'https' , '0.0.0.0:9443' );

Error:
-- Could not execute statement.
-- HTTPS listener binding failure for the address parameter "0.0.0.0:9443"
-- SQLCODE=-1766, ODBC 3 State="HY000"
-- Procedure completed
