3243816 - Deployment stuck on "Retrieving a test package" popup while debugging a project

Symptom

The popup “Retrieving a test package for the project...” while testing a project in debug mode appears for a long time, and the deployment seems to be blocked:

After waiting a few minutes, the following popup is seen "Unexpected Server Timeout Error"

This issue happens with the following build version of the Cloud Factory:
