3244478 - User ID can not be found in the value help of the recipient when config the workflow

Symptom 1：

When entering the user ID as the recipient of the workflow, system would display the error that " User cannot be validated as User Services is not available "

Symptom 2：

When config the recipient of the workflow, you try to use the F4 help/value help to search for user ID, but the result list is empty or can not find specific user inside the result list.

Or when you enter the user ID direclty into the recipient of the workflow, system would display the error that  " User ... are not valid".
