Some work center that are based on PDI enhancements and adaptations are not visible for a partner or a user who is usually also working with Cloud Application Studio and UI Designer. But they are available for other users, e.g. Support users. All access rights are granted correctly.

Reproducing the Issue
- Access the system as affected user
- Several work centers are missing
The layer strategy for a partner will be set to the partner layer when the user is using Cloud Application Studio/UI Designer. If a partner development in Cloud Application Studio and UI Designer is closed abruptly or if it ends due to some failure, then the layer strategy will be stuck with the partner layer. Hence, the next time when the UI is opened, only the work centers assigned to that partner are shown.
- In case this issue happened, please create a SAP Incident. Our development will solve the issue in the backend by deleting the incorrect table entry, so that the default layer strategy of the user is set again to LAYER_CUST and all the work centers are visible in the UI.
- In order to avoid the issue and to see all work centers under LAYER_CUST, always close all partner developments in Cloud Application Studio and UI Designer properly.
