3245176 - Error: "Change of user license not possible at the moment, please try again later"

You are trying to edit the Business User and upon saving the changes you get the Error Message "Change of user license not possible at the moment, please try again later".

SAP Business ByDesign

1. Go to Application User and Management work center
2. Go to Business User view
3. Select the User and click Edit Attribute
4. Do the changes and click Save
5. You get the error message as "Change of user license not possible at the moment, please try again later". 

During the Edit or performing the changes to Business User details in the Business User view, this error is raised whenever an SAP internal system upgrade is in progress.

As the error message itself says you to try after some time, we request you to perform the changes after some time and it should work fine.
