3245185 - New address layout for China (layout key 122)

The standard layout for China is changed from 22 to 122.
This new layout has the country specific formatting of China as per the legal regulations of the land and as per the UPU specification.

The new layout has different formatting rules for the international and domestic versions.
Whether a layout should be domestic or international is decided based on the local script in which the address is maintained.
If the number of characters in the address routine is at least 20% in the local script (Simplified Chinese),
it would be considered the domestic one.
