3246350 - SAP GUI Installation Check Error: "The specified service does not exist as an installed service" and "Component SLC PolicyDownloadder is in error. It has not been successfully installed"

Symptom

After executing SAP GUI installation check, policy download service (sbusagent.exe) errors such "The specified service does not exist as an installed service" and "Component SLC PolicyDownloader is in error. It has not been successfully installed" were reported in the logs.
