3246377 - SAP GUI theme is locked/greyed out when the user tries to change it in the Option Dialog

Symptom

When user tries to change SAP GUI theme in the option dialog > Visual Design > Theme Settings, the combobox is greyed out/locked and users are unable to change/choose the theme:
