3246387 - Importing process expiration date updates made the administrator who performed the import the owner of those processes

When an administrator imported updates to expiration dates for processes, they were automatically made the owner of the affected processes in place of the process initiators.  Process initiators were then blocked from performing any actions in the process that only the owner could perform.
