3247042 - E-signature steps for US Compliance are not getting generated

The e-signature steps are missing for Compliance and I-9 steps. Document Flow is working in Onboarding. When we logged in to PFS directly, we notice that the US I9 Form, US W4 and US State Withholding Forms are missing.

SAP SUCCESSFACTORS ONBOARDING

1. Initiate Onboarding for a candidate
2. Complete the data collection steps and I-9 section 1 as the new hire
3. e-signature step for I-9 section 1 does not get triggered
4. Login to Print Form Service account using the PFS URL, User ID and password
5. None of the compliance forms are available in PFS account

If the below steps are followed and still the Compliance Forms are not available in Print Form Service account then kindly proceed with creating a ticket to SAP Product Support.

- Switch OFF the US Compliance Settings
- Run OData Refresh
- Run Onboarding Compliance Metadata Sync Job in Provisioning
- Wait for a few minutes
- Switch ON the US Compliance Settings
- Run OData Refresh
- Run Onboarding Compliance Metadata Sync Job in Provisioning

• E-Signature was not triggered as the Compliance PDF forms were not available in the new PFS account.  This is due to an instance Refresh of a BizX instance, so the target instance points to a new PFS and the synced forms are not available in the new PFS. A new run of the compliance sync job will also not sync them to PFS because the metadata MDF objects in BizX indicate that the latest versions of the forms are already updated in the instance.
• Previously we would run a script to fix the issue.
• However, Engineering Team has provided a permanent fix for the same. There are 2 ways to resolve the issue, please find the details below:

1. If the issue is occurring after an instance refresh, this could be because the PFS URL is copied from the source system to the destination. As we are aware that every instance should have a unique PFS URL, please configure a new PFS URL to the destination URL. (In case you already have a PFS URL associated with the destination instance, please resave the credentials). 
   Go to Provisioning > Manage Scheduled Jobs > Onboarding Compliance Metadata Sync > Run
   Upon successfully saving the correct PFS URL with the destination instance and completion of the job, the compliance forms will be auto-linked within PFS.
   
   
2. If the above pointer does not resolve the issue, please follow the below steps:
   
   Go to Check Tool > System Health > Application > Onboarding > Go
   Select " Compliance templates for Print Forms service are consistent (CheckMissingComplianceTemplatesinPFS)"
   Click on Run 1 Check
   Under "Result" , click on Quick Fix
