You are trying to create a Service Entry Sheet with reference to multiple Purchase Orders

Create a Service Entry Sheet in the Manage Service Entry Sheets APP or via the import template in the APP 

Not supported 

Creating a Service Entry Sheet can only be done with reference to one single Purchase Order. 
It is possible to select multiple items from a reference Purchase Order but it is not possible 
to select from multiple Purchase Orders.
