3247486 - Unable to add one employee into 'Head of Department'

Employee A was hired on Jan 1st, 2022 and is active. The admin creates a new department, set Start Date = Feb 1st, 2022, and tries to add Employee A into the field 'Head of Department'. but encounters 'There were no results'.

The 'Head of Department' can be found from Manage Data >> Department

1. Go to 'Manage Data' >> create a new Department, set Start date = Feb 1st, 2022, and search Employee A in the field 'Head of Department' >> There were no results.

3. Checked in Job information that Employee A was already hired on Jan 1st, 2022 and is active in UDF.

For Employee A,

• effective start date of the first Personal information record (Mar 1st, 2022) is NOT equal to effective start date of Hire record (Jan 1st, 2022). 
• effective start date of the first Personal information record (Mar 1st, 2022) is after the new department's start date (Feb 1st, 2022), that's why it's not possible to search for Employee A.

Modify effective start date of first Personal information record to Jan 1st, 2022 (the same as hire record's effective start date).
