3248166 - Restore Tenant from Filesystem without Backup Catalog using HANA Cockpit

Symptom

A tenant database cannot be recovered in SAP HANA Cockpit when attempting a recovery from a full data backup located on the file system.
During the “Recover Tenant” workflow, when selecting an alternative file system location for the data backup, the recovery fails with the following error:

“The specified location either does not exist, cannot be accessed, or there is no backup catalog located at that location.”

The file system backup indeed does not contain a backup catalog.
However, the same recovery works successfully in HANA Studio using the same user, when performing a “Recover database to a specific data backup” without relying on a backup catalog.
