3248342 - error message "WITHDRAW_FROM_APPROVAL" is not enabled

Symptom

After publishing a Request For Quotation (RFQ) in Fiori app, publishing withdrawal is not possible. WITHDRAW_FROM_APPROVAL button is enabled, but on click of button the system system displays an error message "WITHDRAW_FROM_APPROVAL" is not enabled.
