1. Login to instance
2. Navigate to Report Center
3. Click New
4. Select Canvas Report and try to create advanced reporting
5. Select Employment schema and then select Level IN ORG from User Teams Info table.
6. Now filter the report for Inactive user where Level In ORG is empty.

Or Similarly create Table report :

1. Go to Report center
2. Click New and select Table report type
3. Select single domain and chose Employee Profile domain
4. Chose employee details and Level in Organization field
5. Filter the report with only Inactive users
6. Level in Organization is blank in report

Inactive users org chart data will not be available in system. Hence this is expected behaviour.

This is expected behaviour as Org data will not be available for inactive users in the system.
