ONB2_ProcessClosurePeriodConfig rule does not work for past dated candidates for which Offboarding tasks did not trigger

Cause
The closure rule is only for the mandatory tasks assigned post employee and employer data review steps. Termination date +1 criteria is used by the closure job for the Offboarding data review tasks
Resolution
- If all mandatory activities are COMPLETED, optional OPEN activities are closed and offboarding process is COMPLETED post termination date.
- If mandatory activities are OPEN post termination date, the activities are not closed and remain OPEN along with the offboarding process. And post certain number of days after termination date (configured in ONB2_ProcessClosurePeriodConfig rule), if mandatory activities are still OPEN, they are forcefully closed and offboarding process is COMPLETED.
Mandatory activity means an activity which is marked as mandatory in offboarding program configuration and is assigned to users responsible for completing it.
If termination date is in past(For example, if termination date of the candidate was 11/07/2021 which is in past as the candidate was terminated on 12/07/2021), and candidate offboarding process is initiated, and before anything could be done, close job ran, because of which this process was picked as Termination date +1 criteria was already met. If any mandatory tasks are open, in this case tasks were not yet created thus, it takes as no mandatory tasks are open, thus, it will complete the Offboarding tasks and process.
