3248995 - InboundRA fails to start with the error Timeout is over

Symptom

InboundRA does not start after a system restart. The below error can be found in the default trace:

  • com.sap.engine.services.deploy.container.DeploymentException: (Failed in component: sap.com/tc~sapjra~temp, BC-MID-CON-JCO) Cannot start ResourceAdapter "inboundRA" from application "sap.com/com.sap.aii.adapter.idoc.sapjra.inboundRA".
  • Caused by: java.lang.RuntimeException: Timeout is over. Ra is blocking during start.
