3249213 - Java instance takes a litter longer to start than defined in custom script

Symptom

You have a custom script to trigger Java system being start periodically. In script you also define a timeout threshold value, for example 15 mins. Most of time you found Java instance can be started within the custom timeout threshold value, while occasionally you found it took a little longer than threshold value (for example, 22mins). You want to know the reason of it.
