3249376 - nameserver <host>:3xx01 is still active. cannot open its SSFS

Symptom

While upgrading a HANA system <SID> to a new revision, the upgrade fails during the 'hdbnsutil -createSecureStore' phase

The hdblcm logs show the following errors
