3249563 - "IllegalStateException: Neither message Server http port[null] nor [null] are available" error in NW Java 7.50

Symptom

The recently installed DI is not starting in SAP Netweaver Java 7.5.

In std_server you can see that "basicadmin" service is not starting:
Service [basicadmin] start ================= ERROR =================
CSN Component [BC-JAS-ADM-ADM], DC Name [sap.com/basicadmin]
java.lang.IllegalStateException: Neither message Server http port[null] nor [null] are available. Check [.../work/dev_ms] log file for details.
...
FATAL: Critical shutdown with exit code [2150] was requested due to [AS Java cannot be started; core service [basicadmin] failed to start]
