3251523 - It's not clear how the 'Distributed' field is updated while working with project budget.

Symptom

You have entered budget for the Project and its lower level WBS' via CJ30 and notice the distributed field is automatically updated even without performing any releases, which are not expected as per budget profile settings in OPS9 (release flag is not set)
