Reproducing the Issue

  • Login
  • Proxy with Manager
  • Under Home dropdown access goals/objectives
  • Actions
  • Launch Team goal Objective
  • Create goal
  • Ex: Test goal
  • On right side of the Test goal click on actions
  • You can see Delete option

Resolution

Under goal management Feature settings disable "Enable Delete Team Goals Share "
