Potential cause for the issue is that communication arrangement for the Concur integration might to have a wrong parameters and is causing a 403 Forbidden error.

If you want to run the integration using Cloud integration as middleware you would have to deploy the respective integration package (and the enhancement package in case you want to implement customer-specific extensions) in your Cloud Integration instance. In your Business ByDesign tenant you would need to change the setup of the existing communication arrangement and assign a communication system holding the URL of your Cloud Integration system. In case you are planning to run the integration point-to-point without cloud integration please delete the communication arrangement for middleware.
