3252394 - Question about behavior of rs_init

When tried to add a replicate database connection to a Rep Server via rs_init utility, it failed complaining that repagent is already enabled for the target database :

Running task: verify users and their passwords.
SQL Server message: msg 14125, level 11, state 0
WARNING: "Application 'rs_init' is using character set 'iso_1', but the Replication Server is using character set 'utf8'. Because the character sets are different, character set conversion problems may occur." 
Verified that 'sa' can log into Replication Server 'RS1'.
Task succeeded: verify users and their passwords.
Running task: verify if connection already have a RepAgent configured.
Connection to 'SRV1'.'DB1' already have a RepAgent configured.
