3253380 - Web Services Unable to find config file - SAP ASE

Symptom

  • When is starting Web Services. 
  • Web Services is reporting the following error:
    ERROR [main] - Unable to find config file.  Creating new servlet engine config file: /WEB-INF/server-config.wsdd
    WARN [main] - Unable to load/create servlet engine config file, attempting internal default (from jar).
    WARN [main] - Unable to find required classes (javax.activation.DataHandler and javax.mail.internet.MimeMultipart). Attachment support is disabled.
    FATAL [main] - An unknown exception occurred: MultiException[java.io.IOException: Failed to bind to 0.0.0.0/0.0.0.0:8181, java.io.IOException: Failed to bind to 0.0.0.0/0.0.0.0:8182]
