3253555 - Portugal Digital Signature - QR Code for Foreign Country

According to Portaria nº 363/2010, all billing software must have a unique digital signature when issuing invoices or other documents handed to the customers.
Law-decree 28/2019 complement this Portaria by stating that a QR code must be inserted in a print out form for all documents that have digital signature.

Since digital signature is also required if Portuguese plant(s) are used in a foreign country that has a VAT registration in Portugal, the QR Code should also be implemented for this scenario.
