3253859 - Commitment value in global currency is not correct in app F3016

Symptom

When running the Fiori report commitments by cost center (F3016) and changing the currency to the company or global currencies the values reported are not correct. It seems system takes the current rate rather than the M rate when the commitment was created. KSB2 results is reported correctly.
