3255517 - AS Java NetWeaver Administrator not available - Caller Administrator not authorized

Symptom

You try to do some administrative activity in AS Java NetWeaver Administrator (NWA) but you get authorization issue on the screen:

"You are not authorized to access this application; contact your system administrator"

defaultTrace files show the exception:
