3256618 - Error when importing language parts of support packages

• Error "Please install a language package first" is thrown.
• SAP Note 1617634 and KBA 1929147 have already been read and their instructions followed.
• In the error short dump, the following information is shown:

  What happened?
  Error in the ABAP Application Program
  The current ABAP program "SAPLSDCL" had to be terminated because it has come across a statement that unfortunately cannot be executed.
  
  Error Analysis
  An attempt was made to insert an entry into table "\FUNCTION-POOL=SDCL\FORM=PHIOS_GET_REQU_HEADER_PROPS\DATA=HEADER_RECORDS".
  Updating unique table key "PRIMARY_KEY" resulted in a duplicate entry however. The key question could be either the primary key or a secondary key. The key components of the duplicate entry have the values "{32 HEXADECIMAL CHARACTERS}"
