3258391 - How to create an employee user in S/4, after 'create user' function was disable in report RHPROFL0

Symptom

In S/4 HANA, the checkbox for Standard authorizations and for New users is not available on the selection screen in report RHPROFL0. How customer create an employee user in S/4 HANA.
