3258739 - Possible to create Stock Transport PR/PO with item category 'Stock Transfer' even if material is blocked for purchasing

Symptom

Material number is blocked in receiving plant with status 'Blocked for procurement'. If try to create STO PR/PO with item category 'U' (Stock Transfer), ME053 error (Status "&" of material & does not allow external procurement) is not coming, document can be created.
