3258739 - Possible to create Stock Transport PR/PO with item category 'Stock Transfer' even if material is blocked for purchasing - SAP ERP & SAP S/4 HANA.

Symptom

Although the material is blocked for procurement in the receiving plant with status "Blocked for Procurement," the system still allows creation of an STO PR/PO with item category "U" (Stock Transfer) without triggering error ME053 (Status "&" of material & does not allow external procurement).
