3259876 - SAP IQ uninstaller fails to start in Japanese environment

Symptom

Uninstallation of the program fails when SAP IQ is installed in a Japanese environment.
for example, Uninstallation fails with the below error:

Uninstalling SAP IQ Client 16.1 ...Success
Uninstalling SAP jConnect 16.0 SP03 PL09...Command C:\SAP\sybuninstall\comp\jConnect-16_0\uninstall does not exist
Uninstalling SAP IQ Web Drivers 16.1...Success
Uninstalling SAP IQ ODBC Driver 16.1...Success
Uninstalling Shared IQ Configuration 16.1...Success
Uninstalling SAP Java Runtime Environment 8.1.070...Command C:\SAP\sybuninstall\comp\SAPJRE81\uninstall does not exist
