You would like to deactivate the Qualified status in Leads, so you can go from Open status to either Accepted or Declined directly.

SAP Cloud for Customer
Cause
Currently, this is not in scope of the feature and it is not possible to be achieved.
Resolution
A possible workaround for this is:

Make Status Open as Inactive

Rename the user status Qualified as Open and make it as initial.
Documents will be created in status Qualified (shown description Open on UI), and will have navigations to Accepted and Declined.
