3260884 - Files uploaded to BI Launchpad or CMC show as "Agnostic" for the file type

• When uploading a local document to CMC or BI Launchpad the file type after uploading shows as "Agnostic"
• When trying to replace a already uploaded file with the same name or with the original file it will throw an error message:
  "Could not commit object '<FileName>' because another object with the same name and type already exists under object '<FolderName>'. (FWB 00026)"
   
  Where <FileName> is the name of the file being uploaded and <FolderName> is the folder being uploaded to.
