Symptom
1.On the business configuration, time zone setting is not same as DST for the country.
2.Last logon time in user logon report and last user session during logging into system are different and are not observing DST.

Reproducing the Issue
- Go to Business Configuration Workcenter
- Go to the Fine tune activities
- Search Time zone maintenance
Time Zone maintained is in UTC format, not in DST
Cause
The system automatically enters and exits Daylight Saving Time (DST) based on the standard dates in each country. No action is required from the user since it is done automatically. Name of the time zone is not changed.
UTC does not change with a change of seasons, but local time or civil time may change if a time zone jurisdiction observes daylight saving time or summertime. For example, UTC is 5 hours ahead of local time on the east coast of the United States during winter, but 4 hours ahead during summer.
In other words, when a time zone observes DST, its offset from UTC changes when there's a DST transition, but that's that time zone observing DST, not UTC.
In design report "User Logon Details", the columns " Last Logon Time - UTC " and " Last Logon Date - UTC " are in UTC as the name suggests. They are not converted to the logged-on user's time zone. It is not supported by the report to convert the time zone as such.
The "last user session is not same as last logon time in user logon report", this could be because the user is logged in from some other browser/sessions.
Resolution
The standard delivered data on countries/regions (names, postal code format, time zones, etc.) is developed by SAP to be aligned with ISO standards. Date/time and daylight savings rules are more specifically derived from ISO 8601.
