Symptom
SAP's main focus is on enhancing the user experience and interface, with numerous visual updates included in the latest release. The Horizon visual theme, which was introduced in 2H 2022, is now enabled by default for all customers and has replaced the older SAP Fiori themes Quartz (for Fiori 3) and Belize (for Fiori 2) on the most commonly accessed HXM Suite pages. The Horizon visual theme only affects the Look & Feel and does not impact functionality or data.

In the 2H 2022 release, Admins could enable manually Horizon visual theme via "Company System and logo settings". It is an Admin Opt-in configuration type where we can apply visual styling on commonly used supported pages
Starting H1 2023, we've turned on the Horizon visual theme automatically for all customers, by default. It can still be disabled by admins though. Further details? Check this reference: Horizon Visual Theme Automatically On by Default
As of Second Half 2023 release aka 2H 2023 release Horizon theming will be universally applied.
We have released patches in June and July 2023 that fixed many of the known key issues hindering customer adoption. If your organization has opted-out Horizon theming, please consider testing and enabling now. You can learn more about this change on our SAP Community blog.
