3261469 - MDG-F: Cost Element change using file upload is not replicating to S/4

Symptom

Changing Cost Element data using the File upload application however on finalization of the Change Request no replication is executed.

Instead getting error: DRF_OUTBOUND 217 'No configuration found for replication of business object &1 (&2) for BO 983 cost element'.
