3262380 - Unable to create new delivery type in configuration activity "Define Delivery Types" - SAP S/4HANA Cloud Public Edition

Symptom

Users are unable to create a new delivery type in Configuration Activity "Define Delivery Types" (ID: 102123). The configuration only allows changes to existing delivery types. The "New Entries" button is not available in this Configuration Activity.
