3263260 - Error FES022 when downloading or uploading data where file-size exceeds 60mb.

Symptom

Whenever a file larger than 60mb in size is downloaded via the frontend SAP GUI, the file transfer can fail with a notification "Error in control framework" and/or FES022 error code.
