3263939 - Error on Configure Enforce Maximum Overall Score - Performance Management

Error popup info appears after clicking the Enforce Maximum Overall Score configuration button on summary section.

This issue happens when the rating scale of the form is not configured in the locale being used in the system.

For example, Rating scale only has labels for Chinese and the system is currently in English UK.

In this scenario there are 3 options available:

1. Switch the system language to the same that has the rating scale defined;
2. Add the rating scale to the language that the system is being used;
3. Add the rating scale for English_US, this is the default system language and hardcoded in the product code, so with English US scale defined, the system can create the reference when configuring the Enforce Maximum Overall Score
