You create a TM relevant inbound delivery in S4 side, it is replicated to EWM side as a EWM inbound delivery. You create a transportation unit (TU) via tcode /SCWM/TU manually. You get the error "Transport planning data of TU &1 and delivery &2 do not match" when assigning the EWM inbound delivery to the TU.
