3267220 - Unable to provision users to SAP BTP Java/HTML5 apps (Neo) via IPS proxy system in SAP IDM

When using SAP IDM to provision users to SAP BTP Java/HTML5 apps (Neo) via IPS proxy system, The following error occurs in DSE log:
