3267757 - Error CVP_DP_ILM032 when blocking customer

Symptom

When blocking customer with CVP_PREPARE_EOP, the error CVP_DP_ILM032 "Complete business status is not valid without start date" is raised.

Also it could happen that the blocking happens anyway regardless of the error.
