3268287 - No employees available to choose while creating a Business User

Symptom

You have a 3-System Landscape and you're using a Development System
You're trying to create a Business User but there are no Employees to choose

Environment

SAP S/4HANA Cloud (3-System Landscape)

Reproducing the Issue

Go to "Maintain Business Users" app
Click on "New"
No employees available to choose, the pop-up view is showing "No data" message

Cause

To be able to create a user, the worker has to be known to the system. Worker data is imported to the SAP S/4HANA Cloud system during the system onboarding process and the Initial Admin User will be able to create Business Users. The initial admin user is provided by SAP to the customer for the first system setup tasks. This user has access to apps for identity and access management and for communication management. The initial admin user also has access to more apps used to create business partners based on the persons that are the basis for creating business users.

If the worker is not available in your system, this means that you have not completed the required steps in the Onboarding guide.

Resolution

Please check SAP Help Portal | SAP S/4HANA Cloud Starter System: Customizing Tenant and Development Tenant and complete the step by step provided in the documentation.

After that, you can use the initial admin user to create the business users who set up your SAP S/4HANA Cloud.

If you have not completed the required steps in the Onboarding guide and the app is not available in your system, you need to complete the prerequisites described in the documentation SAP Help Portal | Development System - Steps for the Initial Admin User in your SAP S/4HANA Cloud Development System.

After you complete these prerequisites steps, the scope items will be activated and you'll be able to create new Employees and after that, to create new Business Users.
